How does knowledge production during crises challenge or maintain contemporary institutions? This article investigates expert knowledge on nuclear accidents in France in the aftermath of the Fukushima Daiichi accident in March 2011. It examines the French and European ‘lessons from Fukushima’ learning exercise, using document analysis, interviews, and ethnographic observation of institutional experts’ working practices. The article shows how nuclear safety experts produce limited commensurability. Specifically, through a comparative exercise, they render certain features of the Fukushima accident commensurable by relating them to a diversity of pre-existing evaluation scales and metrics of nuclear safety, while preventing different hypotheses, methods, and data from being brought to bear on nuclear safety. These operations rely on and consolidate experts’ epistemic leeway, their discretionary ability to choose from several incommensurable epistemic resources. The article enhances our understanding of the politics of (in)commensurability for expert communities in the context of the pluralization of expert systems. It opens up questions about knowledge on crises, seeing these crises as episodes in which experts redefine the acceptable states of the world.

Alors que les travaux de décontamination des territoires de la préfecture de Fukushima au Japon continuent, presque quinze ans après la survenue de la catastrophe nucléaire dans la centrale de Fukushima Dai-ichi en mars 2011, les autorités publiques françaises affirment qu’un accident nucléaire majeur est également « possible » en France. L’accident japonais a montré les suites possibles d’une pareille catastrophe, que ce soit l’évacuation de centaines de milliers de personnes, ou l’injonction pour les populations à retourner vivre en territoire contaminé. Pourtant, le constat que les accidents nucléaires constituent un horizon réel de l’exploitation des centrales nucléaires – et pas uniquement au Japon – ne suscite que peu de controverses en France et ne joue qu’un rôle limité dans les débats sur l’avenir de la filière nucléaire. Cette observation constitue un paradoxe de recherche qui mérite d’être expliqué. Cette analyse est d’autant plus importante que les accidents nucléaires du passé, à l’instar de Three Mile Island aux Etats-Unis en 1979 et de Tchernobyl en Ukraine soviétique en 1986, ont suscité des controverses politiques majeures quant aux effets néfastes des activités nucléaires sur la santé et l’environnement.

Cet article étudie l’évolution de l’organisation du contrôle public de la filière nucléaire, de la création des premières structures supervisant l’exploitation des installations nucléaires jusqu’à l’adoption de la loi sur la transparence nucléaire créant une agence formelle (1973-2006). Fondé sur un travail d’archives du ministère de l’Environnement, ainsi que sur une enquête sur entretiens, il retrace, tout particulièrement, les différents projets – réalisés ou abandonnés – de réforme organisationnelle du contrôle entrepris à la suite de l’accident de Tchernobyl en 1986. L’article montre à quel point ces projets reposent sur des modèles divergents de gouvernement du secteur et décrit les sens disparates de « l’indépendance » du régulateur qui s’affrontent, lesquels constituent une entrée heuristique dans les conceptions du rôle du politique dans les décisions nucléaires portées par divers acteurs. En partant d’un modèle « techno-politique » doté d’un fort contrôle de l’exécutif sur les décisions nucléaires, un nouveau modèle de gouvernement se construit progressivement au cours de la période, dans lequel les acteurs politiques sont mis davantage à distance des espaces de régulation du secteur, au profit d’une autonomie renforcée des organisations nucléaires (exploitantes et de contrôle). L’article interroge les conditions de possibilité de cette autonomie relative et aborde certains de ses effets, en particulier sur les modalités de contrôle des installations ainsi que sur la capacité de l’exécutif à remettre en cause les arrangements établis autour de la régulation des activités nucléaires., This article examines the evolution of organizations under public control within the nuclear sector in France, from the establishment of the first structures overseeing nuclear operations to the adoption of the Nuclear Transparency law that created a formal agency (1973-2006). Drawing on archival research from the Ministry of Environment, as well as interviews, it focuses particularly on organizational reforms – whether implemented or abandoned – that were developed in response to the Chernobyl accident in 1986. The article demonstrates the extent to which these projec ts are based on divergent governance models and describes the differing interpretations of the concept of “independence” of the regulator, illustrating how various actors understand the role of politics in nuclear decisions. The initial “technopolitical” model was characterized by strong executive control over nuclear decisions and, during the period studied, it gradually gave way to a new governance model in which political actors become more distant from regulatory roles and nuclear organizations, both operators and regulators, become more autonomous. The article explores the conditions that were necessary for this relative autonomy to emerge and addresses the impact on public actors’ capacity to control nuclear facilities and the executive’s ability to challenge established governance arrangements.

How do some large-scale adverse events receive major media coverage and become crises for public actors while others are treated as routine events? This article reinvestigates this question based on a case study of the media treatment in France of the Chernobyl and Fukushima nuclear accidents. Drawing on an original set of media data and an ethnographic study, the article shows how both accidents were subject to forms of opacity that limit their effects on nuclear institutions: Chernobyl has been treated through secrecy that leads to contestation of nuclear institutions, whereas Fukushima has been characterized by “public containment,” relying on extensive publication but low-priority and uncontroversial narratives that do not reflect the stakes of a given policy field. This paper explains the role of Fukushima in France through institutional transformations that public actors engaged in following Chernobyl to reestablish the credibility of public information sources and to monitor public debates over nuclear accidents by developing “hybrid” spaces, located at the interface of organizational frontstages and backstages. This case shows how responding to transparency demands may sometimes create new forms of opacity by reducing the epistemic quality of public debates while containing political crises.

Through a reflexive ethnographic approach, this article analyzes the interactions and written outputs of a collaborative project organized in the post-Fukushima context in France. It shows how institutional control operates via an integrated approach that combines expert knowledge and research activities, an approach that researchers attempt to resist by differentiating these activities using various strategies."

Pour comprendre l’action publique dans le domaine du climat, il est crucial de sonder les configurations institutionnelles, et d’analyser les modes de collaboration, au sein de l’administration comme avec les diverses parties prenantes. Ce rapport a été réalisé à la demande du Haut Conseil pour le climat afin d’étudier les processus de construction de la Stratégie nationale bas carbone (SNBC) dans une perspective sociologique. Il expose les résultats d’une étude qualitative sur entretiens réalisée auprès des principaux acteurs mobilisés dans ce processus. Ce rapport analyse les leviers et obstacles à l’œuvre dans ce processus visant à définir des objectifs de réduction des émissions et à favoriser leur réalisation. Il identifie des pistes de recherche futures, afin d’approfondir la compréhension de l’action publique climatique en France, sous l’angle de ses modes d’organisation.

This article investigates the history of governing nuclear accidents in France and internationally. While nuclear disasters posed serious threats to nuclear energy during the Cold War, they have been increasingly perceived as intrinsic and ‘manageable’ events of nuclear operations, a process that can be described as ‘the normalisation of accidents’. This article shows how the end of the Cold War facilitated normalisation, through an internationally shared approach to nuclear safety, based on regulatory organisations, which contributed to displacing the political controversy related to nuclear energy in France and Europe.
